Leveraging effective implementation of the GCF IP Policy towards increased recognition of tenure rights of indigenous peoples to lands and forests [G-1801-55641]

Background

In yet another milestone for indigenous peoples, the Green Climate Fund adopted its Fund-wide Indigenous Peoples Policy, supported by over 100 indigenous peoples all over the world, in 2018. This presents an opportunity for indigenous peoples to work with the GCF, governments (through the National Designated Authorities) and Accredited Entities/Direct Access Entities to help address this problem, as well as to ensure that indigenous peoples are supported and benefit from the interventions.

Working for the full and effective operationalization of the IP Policy can be a strategy to help address this situation as the policy aims to “ensur[e] that activities of GCF are developed and implemented in such a way that fosters full respect, promotion, and safeguarding of indigenous peoples so that they (a) benefit from GCF activities and projects in a culturally appropriate manner; and (b) do not suffer harm or adverse effects from the design and implementation of GCF-financed activities.”

This project shall therefore contribute to its operationalization by bringing together indigenous peoples, NDAs, AEs/DAEs to increase their understanding of and awareness of the IP Policy and develop a framework for its implementation at national level. The project will also help indigenous peoples better assess how Funding Proposals (FPs) presented to the GCF for approval comply with the GCF IP Policy, and help guide AEs and DAEs to comply with the policy.

The Project

The project shall have 2 components with the following activities and outputs:

Awareness raising on the GCF IP Policy among indigenous peoples, NDAs and AEs and the critical role of securing tenure rights of potentially-affected indigenous peoples as contributory to successful implementation of GCF-funded projects

  1. Regional workshops on the GCF IP Policy
  2. Development of briefing papers on the GCF IP Policy and tenure rights, grievance mechanism, and modalities for access for indigenous peoples
Evaluation of Funding Proposals submitted to the GCF Board and propose recommendations to the AEs/DAEs and the GCF to ensure compliance with GCF IP Policy.

  2. Summary reviews of FPs that will potentially impact indigenous peoples and its compliance with GCF IP Policy up for Board approval using the scorecard
