Fr. Edwin Gariguez, Chairperson

An indigenous peoples’ rights advocate, Fr. Edwin Gariguez is the Executive Secretary of the National Secretariat for Social Action (NASSA), Advocacy and Social Development Arm of the Catholic Bishops Conference of the Philippines since 2010. In 2012, Fr. Gariguez was the recipient of the Goldman Environmental Prize.

Prof. Jessica Carino, (Ibaloi), Vice Chairperson

An Ibaloi from Benguet, Prof. Jessica Carino is currently the Vice Chancellor for Administration of the University of the Philippines Baguio. She is a historian and an anthropologist and was Dean of the University of the Philippines College Baguio from 1993-2000, the first indigenous person to hold the position. 

Dr. Raymundo D. Rovillos, Secretary

Dr. Raymundo Rovillos is the Chancellor of the University of the Philippines Baguio. Previously, he was Dean of the College of Social Sciences, UP Baguio from 2006 to 2012. He is a researcher and has been a development worker and advocate for indigenous peoples’ rights for several years.

Fr. David Tabo-oy, (Bag-o), Treasurer

Fr. David Tabo-oy, a Bag-o, is Program Director of Evangelism and Christian Education of the Episcopal Church in the Philippines (ECP). He was previously the Dean of the Episcopal Cathedral of the Resurrection, Baguio City, Philippines from 2000 to 2010.


Ms. Victoria Tauli-Corpuz, (Kankana-ey), Ex Oficio 

Ms. Victoria Tauli-Corpuz, a Kankana-ey from Besao, Mt. Province, is an indigenous leader, social development consultant, civic leader, human rights expert, and an advocate of women's rights. She is the founder and executive director of Tebtebba Foundation. She was the former Chairperson of the United Nations Permanent Forum on Indigenous Issues from 2005-2009. She was an Expert for the United Nations High Commissioner for Human Rights and the chairperson-rapporteur of the United Nations Voluntary Fund for Indigenous Populations. She was a former commissioner of the Philippine’s National Commission on the Role of Filipino Women. She was a Philippine government delegate to the UN Framework Convention on Climate Change and is lead government negotiator on REDD Plus from 2012-2014. In May 2014, she was appointed as the UN Special Rapporteur on the Rights of Indigenous Peoples.
