Tebtebba and its Partners Pay Tribute to and Commemorate the Legacies of Victoria Tauli‑Corpuz

“We honor a remarkable woman whose life’s work has transformed the landscape of Indigenous Peoples’ rights around the world. She has not only fought for the rights of her own people, but has extended her passion globally, building movements, institutions and frameworks that will benefit generations to come.” — Chamchamag 2025 issue

Leaders from ELATIA partners in Africa, Asia and Latin America, members of the Council of Leaders of Ugnayang Pambansa Para sa Katutubong Kaalaman at Talino (UPAKAT), Inc. in the Philippines, members of the Board of Trustees and the current and former staff of Tebtebba Foundation, Inc. and the family and relatives of Victoria Tauli-Corpuz gathered to honor her legacies and dedicated years as an Indigenous activist and human rights advocate.

Among her significant contributions, Vicky—fondly called and known by partners—was instrumental in forming ELATIA, a global partnership of Indigenous Peoples’ organizations for self-determined and sustainable development, as well as UPAKAT, a national network of Indigenous political structures, Indigenous Peoples’ organizations and Indigenous communities for the promotion of Indigenous knowledge and wisdom in the Philippines.

“Nothing compares to what Vicky Tauli‑Corpuz has done to impact the world of Indigenous Peoples, something only she could truly fulfill,” said Helen Biangalen-Magata, who is the newly appointed Executive Director of Tebtebba, during the grand tribute held in Baguio City, Philippines on March 24, 2025.

Vicky herself shared heartfelt reflections, saying the gathering symbolized family—people traveling from afar, setting aside work and dedicating time to honor shared struggles and achievements. She expressed gratitude for the excellent work that has improved Indigenous lives despite many challenges. “The work we have done has had good results and will be further enhanced as we continue along the way,” she said. She reminded everyone that even when the path does not lead directly to the goal, each effort contributes to the greater vision of a sustainable self‑determination of Indigenous Peoples.

She also stressed the importance of balance in life while continuing to work in advocacy. “I hope that you can have time for yourself, your family and friends,” she shared. Looking ahead, she encouraged everyone to gather aspirations and to work hard together in the years to come.

Partners shared memories of Vicky’s strength and intelligence in her advocacy works highlighting her significant roles such as being a Special Rapporteur on the rights of Indigenous Peoples for several years. Her visits to their countries to learn and communicate  their realities to the United Nations is considered very important.

A leader from Elatia appreciated her as a mentor. “Vicky is a great mentor to us. Without her guidance, we do not know what the outcome of our work would have been,” he said.

Victoria Tauli‑Corpuz began her journey as an advocate for Indigenous Peoples’ rights during the martial law years in the Philippines. She has long been recognized for her dedication and persistence at the international level for her contributions. These include her roles in helping draft the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), serving as the UN Special Rapporteur on the Rights of Indigenous Peoples (UNSRIP) and chairing the UN Permanent Forum on Indigenous Issues (UNPFII). She retired in 2025 but continues to serve as a member of the Board of Trustees of Tebtebba.

The tribute was made more meaningful with a ritual by the elders of UPAKAT, with songs and community dances, and presentation of gifts to Vicky from different Indigenous communities as their expression of deep appreciation and respect to Vicky’s lifelong service.
